Quỹ bảo hiểm xã hội (BHXH) là quỹ quan trọng nhất nằm ngoài ngân sách nhà nước, được sử dụng nhằm mục đích chính chi trả các chế độ cho người thụ hưởng trong các trường hợp ốm đau, thai sản, tai nạn lao động - bệnh nghề nghiệp, hưu trí và tử tuất. Do tác động của mô hình “pay-as-you-go” (tọa thu, tọa chi) trong sử dụng quỹ BHXH và tốc độ già hóa dân số nhanh ở Việt Nam, quỹ BHXH có thể đối mặt với nguy cơ mất cân đối trong tương lai gần. Chính vì thế, việc sửa đổi, bổ sung các quy định về quản lý, sử dụng và đầu tư quỹ BHXH trong Luật BHXH (sửa đổi) là rất cần thiết. Bài viết trao đổi và góp ý một số nội dung về quản lý, sử dụng và đầu tư quỹ BHXH trong Dự thảo Luật BHXH (sửa đổi).
