Cộng đồng quốc tế đang chào đón một văn kiện pháp lý quốc tế đa phương mới điều chỉnh các nguồn lợi sinh học ở các vùng biển nằm ngoài quyền tài phán của quốc gia ven biển; trong đó, Việt Nam đã đóng vai trò tích cực và chủ động từ những ngày đầu soạn thảo và thương lượng. Bài viết này giới thiệu một cách tổng quan quá trình soạn thảo và tóm lược những nội dung chính của Hiệp định, làm rõ vai trò tích cực chủ động của Việt Nam trong suốt quá trình xây dựng điều ước này và đưa ra một số kiến nghị nhằm hoàn thiện pháp luật khi Việt Nam chính thức trở thành thành viên của Hiệp định này.
