Xuất phát từ vị trí nằm ở hạ lưu của sông Mekong, tài nguyên nước của Việt Nam tại khu vực Đồng bằng sông Cửu Long hiện đang bị đe dọa nghiêm trọng từ bên ngoài lãnh thổ quốc gia. Trong bối cảnh ấy, vấn đề nhận diện những thách thức mà Việt Nam đã và đang phải đối mặt ở hiện tại cũng như củng cố cơ sở pháp lý, đề ra các biện pháp cần thiết, thúc đẩy sự hợp tác với các quốc gia trong khai thác, quản lý và bảo vệ nguồn nước chung là nhiệm vụ vô cùng cấp thiết.
