Bài viết phân tích các ngoại lệ quyền tác giả nhằm bảo đảm quyền tiếp cận tác phẩm của người khuyết tật trong pháp luật Việt Nam hiện nay; rà soát, so sánh pháp luật Việt Nam với các văn kiện quốc tế để đánh giá mức độ tương thích; nghiên cứu và đối chiếu với pháp luật và thực tiễn các quốc gia khác. Từ đó, bài viết đề xuất giải pháp hoàn thiện pháp luật nhằm tạo điều kiện cho việc chuyển định dạng, trao đổi và xuất nhập khẩu bản sao dưới định dạng dễ tiếp cận, đảm bảo quyền được tiếp cận thông tin của người khuyết tật.
